What the GovTool beta is and what it does

The SanchoNet GovTool beta is designed to do several things:

• View on-chain Governance Actions, including votes cast.

• Allow anyone with test ada to delegate the 'Voting Power' of their ada to a proxy (called a DRep) for voting.

• Allow anyone with staked ada to vote on Governance Actions by becoming a DRep. DReps can also accept other users' Voting Power delegations, thereby increasing their Voting Power by representing other (staked) ada holders.
